Work Experience
Peng Shaoqun was born on September 12, 1958, a member of the Democratic Revolutionary Party. In 1978, he entered Beijing University of Aeronautics and Astronautics, majoring in metal materials and heat treatment, and was assigned to Shenyang Aircraft Manufacturing Company for technical work after graduation in 1982. He obtained the qualification of securities lawyer in 1993, obtained the qualification of bidding lawyer for large and medium-sized national capital construction projects in 1998, entered the Law School of Peking University in 1999, and was selected by the Ministry of Justice to study in the advanced training course of WTO dispute settlement mechanism at the University of California, San Diego in 2001.

Ltd., Shenyang Fantian Co., Ltd., Shenyang Materials Development Co. Ltd. and Shenyang Materials Development Co., Ltd. (Liao Materials) was the first ST listed company in China to conduct a 100% asset exchange and issue new shares two years later.
Since 1998, we have handled dozens of large national construction projects such as Shenyang-Da Expressway Expansion Project, Shenyang Metro Line 1 Project, Shenyang Municipal Government Procurement Project, Suizhong Thermal Power Plant Project, Shenyang Shenhai Thermal Power Plant Phase II Project, Beijing Tenth Water Plant Project, Beijing Xuanwu District Government Procurement Project and other bidding legal services.
From 2000 to 2002, he handled 14 state-owned enterprises including Anshan Iron and Steel Group Company, Benxi Iron and Steel Group Company, Shenyang Rolling Stock Factory, Northeast Pharmaceutical Group Company, Shenyang Jinbei Automobile Co. Ltd., Shenyang Third Rubber Factory, Shenyang Water Pump Factory, Shenyang Textile Machinery Factory, Liaoyang Qingyang Chemical Group, Fushun Cement Factory, etc., accounting for more than half of the total number of debt-to-equity conversions conducted by China Huarong Asset Management Company in large state-owned backbone enterprises in Liaoning Province, making outstanding contributions to revitalizing the old industrial base in Northeast China and revitalizing large and medium-sized state-owned enterprises.
Since 2000, we have represented Industrial and Commercial Bank of China, Agricultural Bank of China, Bank of Communications, Pudong Development Bank, Bank of Beijing, Bank of Dalian, China Huarong Asset Management Company, China Cinda Asset Management Company and China Great Wall Asset Management Company in litigation with a total value of more than 100 billion yuan, and recovered tens of billions of yuan in economic losses; since 2003, we have provided legal witness for Bank of Communications, Shanghai Pudong Development Bank, Shenyang Shengjing Bank and Bank of Beijing in real estate mortgage loans.
